With the extensive appearance of new application on IP network, some requirements of service of quality (QoS) on network are to be satisfied. The best-effort service model can not content the requirements of applications on traditional network. If the telegram transport delay is too long, such as VoIP service, it is unaccepted to users. It is a feasible solution to solve the problem which providing QoS ability for Internet.Firstly, in this paper, discussed the based knowledge and the climacteric technology of VoIP, the existing problems and challenges of IP telephone; introduced three service model of Internet: Best-Effort, Intsev and Diffservr; recommend the property of QoS and the interrelated technology in detail, such as overcrowding administration, overcrowding avoiding, flow monitor. Thus the Internet service providers can provide Diffservr service by applying the peculiarity of QoS. In E model, according to assaying the VoIP voice quality and the relation between delay and telegrams, developed the subgroup package strategy which can be applied in IP telephone gateway. By testing, the strategy can enhance the voice service much better. In the following, investigated deeply the topic of voice service quality and control of VoIP. At last, it provided the design and implementation of the application system.In connection with the network environment without QoS indemnification, the paper proposed a solution scheme which based on real time multimedia end node control, combined with QoS capability of network, constructed IP network which businesses can be controlled. Thus the resource of the network can be used and exerted efficiently, promoted the benign loop of Internet. At the same time, protected the permitted the service quality of business flow , accordingly ensured the benefit of the Internet service providers.
