As national social security reform continues, the development of Social Security Services (SSS) severely challenges existing application software. Legacy software system, with its complicated software structure and solution, is having a hard time trying to keep up. The intrinsic characteristics of these legacy systems include low efficiency during development, prolonged implementation period, low flexibility and difficulties in matching up the changes by demands. These are the primary causes of high failure rate in large software engineering project.Social Security Core Platform (SSCP) grantees the sharing and exchange of the data and therefore reduces uncertainties in investment. The use of modules, libraries and multiple operating system compatibility allows SSCP to be used in various custom execution model and flow. SSCP is a B/S/S structured software platform. It is a demand driven software platform that could be used to efficiently build custom-designed application software.SSBP is custom-design driven and can be efficiently used to build application software. Compared to operating system platform and software structure platform, custom-design driven platform suits better for custom management and application and is the common platform that can be used for management application software development.Here, we will discuss in detail the overall design of SSCP under afore mentioned circumstances, that is, the use of B/S/S structure and Microsoft .Net XML Web Service combined to form the main structure of SSCP. In particular, regarding the intrinsic characteristics of B/S/S structure and the problems need to be addressed after the networking, I will discuss my plans to handle them. In short, my plan involves the use of database connection pool to increase the efficiency of accessing SSCP, self-defined encryption/decryption method to provide internet security, SOAP expansion mechanism to Certificate Authority and dynamic feedback balance-load arithmetic to manage server load.1) B/S/S Model is a combination between dynamic interchange B/S structure with C/S/S structure2) XML Web Service is the base unit for building distributed computing structure through the internet. Open source standard ( (XML, SOAP,WSDL and UDDI) and the concern about communication and collaboration between customer applications created such an environment in which XML Web Service shall become the application software integration platform.3) Database Connection Pool allows application software reuse existing connection in the connection pool to avoid redundancies in connection to the database.This type of technology effectively enhances the flexibility of the application software due to the ability to connect large amount of end users with limited amount of connections.Performance of the system also improves due to elimination of cost attached to initiating large quantities of connections.4) The balanced-load of network can be achieved at different levels. Each particular situation needs to be analyzed for the bottleneck step.
