| With the entrance of WTO, Chinese telecom industry has developed rapidly. Accompanied by incrase of clients' number, strength of competition, it' s necessary for telecom service companies to improve the quality of service. Under this situation, it becomes the principal task to process fee data accurately and timely, in order to meet different fee calculation requirements to different level clients. This demands the design of fee processing software thinks about extensibility, maitainbility, accuracy, and high efficiency. The paper states the software design idea and implementation of telecom counter charge system, illustrates the importance of counter charge system in the whole telecom fee processing system. The software platform is based on three tiers structure, which has high-level security and integral efficiency. Big size distributed Oracle database is established, which can share data with other fee processing and operation software system, Tuxedo is used as application server software because of its maturity, Pro*C is taken as the tool to develop middle tier business logic, at the same time, the visual programming language Delphi is employed to develop client application software. The whole platform satisfies the whole function needs of telecom counter charge system, can start service immediately when arrearage clients pay necessary fee by data sharing, this kind of service improves the service quality, ensure the effective management ofarrearage.
