Software Defined Radio(SDR) insists on taking the opening hardware as currency platform, and realizing all kinds of communication functions by using updatable and configurable software, and covers with multi frequency segments. When SDR works at the shortwave frequency range of 2-30MHZ, It requires developing a corresponding software sustains shortwave communication.In order to solve the problems that the instability of the parameters of shortwave channel brings about, the technique of shortwave auto-adaptive communication comes into being, The army of our country have established national GJB2077 of military standard (the automatic link establishment rules of shortwave auto-adaptive communication system) that refers to the U.S. militarystandard-MIL-STD-188-141 A (the Second Generation Shortwave AutomaticLink Establishment Protocol ) in 1995, and have normalized the military shortwave communication equipments with this.However, with the increase of people's communicate demands, the Second Generation Shortwave Automatic Link Establishment Protocol is hard to satisfy requirement gradually in the aspects such as speed, network control, channel utilization rate, information handling capacity and compatibility, therefore the paper researches and realizes the new generation shortwave automatic linkestablishment protocol based on the technique of SDR-adopts some advancednew techniques such as synchronous and asynchronous two working patterns , splitting channels to calling channels and traffic channels, offering a 11 bits net address and multi-slots dwell period and so on, to improve the performance of shortwave communication.This paper first elaborates the operation system environment of the new generation shortwave automatic link establishment protocol affiliating reality, so embodies actual meaning and the value of research, secondly analyzes its everynew technique by the numbers and in detail by contrasting the second generation protocol, on this foundation, by summarizing, modularizing, abstracting and classifying, establishes demand analysis use case chart and preliminary designs the total classes chart and the architecture realization of the protocol with the ROSE2003. then, melts the results of the preliminary design one by one carefully, draws the state transfer chart of every part , and codes to realization. Finally, because the SDR hardware platform did not be founded at that time when this paper is finished, the third generation protocol could not be carried out actual hardware test. But have tested the correctness of the protocol operation successfully through the two personal computer simulated two radio stations, it offers reliable guarantee to carry out debug and verification by combining the hardware of actual software radio.
