With the high-speed development of Chinese national economy, level of living of people improves continuously and the consume structure of people changes a lot. More and more families own cars, which can be seen everywhere, as in the living, working or learning places in cities. As the number of cars increases and so does the pressure of traffic, for this reason people do pay more attention to how to manage parking cars. This may include managing cars and guarding them from theft when parking in a living campus or a park. As for owners of cars, convenience and security are more important things when their cars parking near cheir house or working place. However, cases such as cars being thieved happen frequently in some places under current conditions. How to manage parking cars in campus in a high efficient and qualitative way, well, is really a question needing a quick resolution. And this is part of a Chinese rule on building intelligent campus.The modern electronics technology, information technology and network technology are getting more and more extensive application. Specially, the gradually maturing of application system of radio frequency IC card provides the technique guarantee for the establishment of the automatics vehicle management system for campus.Firstly, the thesis analyzes the meaning of vehicle management for campus, the character of the campus and the class of the parking vehicle. Followed it studies the system function, and discusses the system framework. Chapter 3 discusses the plan of the vehicle management system for campus, including the choice of IC card, the design of the access format of the IC card, the module of parking charge, network architecture, and the layout of equipment in the workstation. Chapter 4 describes the design of system database, moreover, studies the synchronization of data and the method of its realization in the distributed database. Lastly, the thesis described the most part ofthe realization for the whole system.
