Geographical Information System, GIS, is an information system to acquire, store, manage, describe and analyze the concerned spatial and geographical data of the global surface. Based on geographical and spatial database and supported by computer hardware and software context, GIS implements to acquire, manage, operate, analyze, simulate and display spatial data. Recently, GIS was introduced to the optical cable for communications fields such as maintenance, resources management and construction. It provides an effective platform for communications information management. The project is on the basis of the 863 program "Emergency-meet and Safeguard System of Satellite Launch and Flight Security Control Supported by GIS". With analyzing the GIS application cases, the paper utilizes the GIS specialty of visualizing spatial data, integrates the techniques of GIS, database, multimedia and decision support, and builds the network and intelligent information system platform to safeguard and manage the optical cable for communications based on GIS. The system supports to acquire, manage, dispose, analyze, model and display the spatial data of the map, also to acquire, store, manage, operate and analyze the various data and information concerned optical cable safeguard. And the system has implemented the function of faults positioning with celerity and nicety and provided the technology support to optical cable maintenance, faults detection and remove and data management. So the safety of optical cable can be promised. In this paper, the technology and the theory of developing an application system for maintaining the optical cable is issued, including the spatial and attribute data acquisition, digital map design and the technology of developing a system on digital map. In the paper, the researches and conclusions are:The basic theories and technologies on GIS.Digitalize the raster map along the optical cable.Design the spatial data of map and dispose the attribute data.Obtain the coordinates of each pole by GPS, label them on digital map, and plot graph of the optical cable.Introduce the data of the optical cable and images of the surroundings to the system, operate and analyze data, and provide a platform for optical cable maintaining, fault detecting & remove, and data managing. Positioning the faults with celerity and nicety by OTDR.Optimize the Dijkstra algorithm in graph theory, and implement to analysis the optimal path to the fault spot.
