Urban traffic jam is a serious problem our country is confronting, and is also a "bottle neck" which influences economy development in our country. Because of the level of traffic management lagged behind the traffic physical construction, so enhancing traffic management quality is the key point to solve this problem. Transportation Demand Management (TDM) is an effective theory to solve urban traffic jam. Its guiding ideology is promoting or curbing some travel means by guidance of traffic policy, shift travel means from low volume to high volume, and solve the problem from demand and supply. The traffic management question can be solved effectively by combining the theory and information technology. Taxi is one of the main vehicles in a city. Proper traffic management toward taxis is a significant aspect in solving urban traffic jam.According to TDM theory, this thesis proposes a standard : "different prices with different areas" , that is: rising the price around city center; reducing prices in remote area. It changes people's travel means by economy lever to constrain the number of taxis around city center, so it can solve the traffic jam condition. To carry out "different prices with different areas" standard, taximeter should have the district-identification ability. Based on whole design, this essay adopts GPS technology to make the key component in taximeter - orientation module, compiles corresponding software, and makes adjustment and experiment. Also it has done a profound research in district-identification arithmetic, that is improved radian arithmetic, and it is verified by MATLAB. We adopt anti-interference measures in both hardware and software to ensure communication reliability and working stability.Orientation module with district-identification function for taximeter combine communication technology, electronic technology , computer technology, and design with Scale Integrated circuit. It is of high stability and reliability. Experiments indicate that orientation module can provide different prices according to different area and execute reliability. So it is of comprehensive prospect and application value.
