This paper comes from the researching of Formal designing Method for informational system which is one of projects for national science fund of Shan'xi province.With development of the science, the enterprise demands often be changed. So now it is an important topic for software development that how to design high quality software rapidly in order to satisfy the different demands and varies requirements of enterprise. It is the aim of the paper that how to improve the developing efficiency by formal method, the author adopts the idea of fuzzy math on the formal designing method, and put foreword a new formal designing method.First, by analyzing information of enterprise demand, we classify them into two parts: the dynamic "atom" operation data and the stable "atom" attribute data. While processing the data and operation, fuzzy mathematic method is applied in the classification, through which we obtain the functional model necessary so as to bring foreword the information system. Finally an evaluative method for the information system built up is put forward.So, the designing method can be dynamic categorized according to the changes of the demand in order to make the use scope of functional model wider and more practical, and it can get the underlying information of the relation of data. Moreover we can judge the system so as to find the lack, and then adjust the system.This paper applies the designing method to Remote Control System so that can buildup the level of management and increase the developing efficiency.
