In order to develop and utilize the water resources information ,it's urgent to depend on the modern information processing technology to build the information infrastructure, and improve the lever of application, as well as realize the modernization of water resources. For this reason, Jiangsu Province Water Resources Department makes a plan of building Jiangsu Province Water Resources foundational Database System (JSWDBS). However, this system faces a lot of problem such as distribution, heterogeneity, compatibility and so on. Some present technology has already unable to meet the demands. So, based on the research and comparison of different methods, we should probe the suitable technological solution of this system.This paper analyses the problems that JSWDBS is faced in development at first, combining current development trends of technology, and conceive a plan of component-based Water Resources Data Service Platform (WDSP). Secondly, based on the wanted functions of WDSP, it makes preliminary analysis and design of system framework and architecture. Finally, according to the research of OOA and OOD method, especially the analysis of UML-based domain model, the paper explores a useful method to direct the WDSP modeling development, and utilize UML expand mechanism to tailor the system models which describe WDSP from different view. This paper makes an exploration for the development of WDSP and the support for the later stage the system, and help the WDSP to realize standard, dynamic distribute, high performance and elasticity characteristics.
