As the network technology develop day and day, picture compression has became one important part, how can we make good use of it to transit the visual picture has been popular issue.This paper according to application's characteristic of the wavelet utility national and international, synthesis the advantage of the wavelet utility reasonable, and improve algorithm partly, present a new wavelet compression algorithm. Introduce the process of picture compression and decompression in detail.There are many methods of picture compression and decompression epidemic now.The utility of wavelet to handle the picture has its owe advantage. The process of using wavelet in picture compression include :using the wavelet in picture decompose, i.e. using tow-dimension discrete wavelet to discompose the picture in high frequency detail component and low frequency component, gain the low frequent component and high frequent component. According to the visual physiology of human being, quality and encode in different strategic .According to the zero tree theory , this paper make improve in edge handle, code rate distribute. Guaranteed the quality of the picture, realized the picture transition in low code rate. This paper discussed the every one part of program's principle and realization. And introduce the more important data structure and code programe.
