In recent years, credit management has gradually become one important part of modern business administration. It is a basic outlet now for our enterprise to go out of the credit predicament by setting up a client credit management DSS with modern advanced information technology to strengthen capability of resisting credit risks.The paper firstly analyses key problem in the decision of client credit administrative - evaluation technology in credit, we put forward an index system to evaluate credit of client of enterprise at the foundation of credit evaluation technology. Qualitative index and quantitative index are included in client credit evaluation system for the first time. We adopt fuzzy quantization and artificial neural network model multilevel BP algorithm of improving (self-adaptation study speed adjustment and momentum a coefficient) to study the credit risks evaluation of client of enterprise and has developed client credit management DSS. This system relies on its scientific and objective credit evaluation technology to perfect credit decision function and offers a kind of scientific and effective tool for credit policy-makers. It willhelp them free from heavy handwork.This system considers different needs of credit management. It overcomes several years' limitation that the credit grade was judged by impression and criterion was optional and unifies credit criterion and makes the request of credit policy flexible. It can not only meet the demands of micro-management of credit, but also meet the demands of credit macro-management. The system also considers flexibility of decision and adopts dynamic parameter to set up credit administrative decision technology of model. All models are stored in the model database. Relying on humanization, simple user interface and scientific credit evaluation technology, it can offer accurately as many decision information as possible for policymaker and it is very suitable.This System uses three tiers of pure B/S framework with ASP. NET to design and develop. Business logic tier is putted into a . NET module (one C # class library). Database access is designed into a class through which communicates with the data provider of SQL Server, which accesses the data stored in the database through the storing process. Under the pure B/S framework, we realize user module and object-oriented technology by ASP. NET. The training module of credit evaluation model uses ActiveForm technology of Delphi6. 0 to produce multi-thread ActiveX Control, which transfers the task of model training to client to lighten the burden of the server greatly and improves the server' s response speed. This system is flexible and easy to operate and the stability is good to meet the needs of complexity of enterprise application. Through standard Internet website form the system provides credit management service which is easy to install and manage and the client does not need to install any extra software. With the Web browser clients can finish logging, evaluating credit, making credit administrative decision and etc.This system is running in Sichuan Liansheng Co., Ltd.
