The rising of knowledge economy determines the value of knowledge as essential factors of production. Knowledge has become a symbol of capital and wealth. Being the most important intellectual industry, education has appeared to be more and more essential and begun to take the leading position in the development of knowledge economy. Only by establishing the new type education-IT-based education, can it meet the needs of the development of knowledge economy. On the basis of clarifying the concept, features and principles of knowledge economy, this paper probes into the relationship between knowledge economy and education, pointing out that the essence of the.knowledge poverty is educational poverty, and that knowledge economy in essence is "educational economy". Upon the elaboration of the value of information and knowledge, this paper clarifies the concept of realizing the spanning development of education through the "growth pole" of the information. It reveals the inter-supplementing relationship between the knowledge economy and information trend of education. The information trend of education development is process of realizing IT-based education. The feature of IT-based education determines that it is the "new education "which serves knowledge economy and meets the needs of the development of the information society. The core of "new education" serves the learning as well as the learners. IT-based educational and teaching environment not only provides a new learning method, but also promote the all-rounded reform of education. Furthermore, the thesis also puts forward several tactics and schemes to establish IT-based education which caters to the knowledge economy, and it goes on to emphasize the rule of realizing IT-based education according to the principles of knowledge economy and elaborates in detail the industrial construction of IT in Education, I-Campus, the source and operation of education IT capital, and the development and usage of IT personnel resource etc. Finally, when concerns are given to the IT training of teachers and students, emphasis should be given to the significance of internet psychological health and morality construction.
