Preliminary Research On The Management Mode Of The Mining Area Community

Since the 1980s, the traditional systems of work unit are beginning to digestion and mutation accompanying with the steps of China's market-oriented reforms. Community construction has become one of the social focuses widely noticed at the background of decentralizing of rights. The change from the mining area ran society to the community ran society is actually to sever all the social functions from the mining area and to carry on by the community. This seems to be a simple process, but in fact far from it. Since the founding of New China, especially during the period of the first Five-Year Plan, the Coal Mine of Pingzhuang is a big nation-owned enterprise with the biggest generating capacity in China. Over the period of more than half a century, especially in the late 1990s, the Coal Mine of Pingzhuang begun to go through restructuring. The Pingzhuang mining area community is the product of the era. This paper is intended to introduce the vicissitude about the Pingzhuang mining area community over the last 50 years. What are the factors driving force for change? How do these factors to play their roles in changing? What is the management characteristic of the Pingzhuang mining area community? What is the relationship between the government, the enterprises, the communities and the residents? What is the community management model? What will be about the development tendency of the Pingzhuang mining area community? During the investigation, the author uses the empirical research methods and the interviews to describe and anally the present situation of the communities, and introduces the readers to recognize the process about the development of the mining area community and the community development model.Firstly, this paper collects and fills all data information on the unit system, the community system, the community management, the typical unit system of community, the community management model in domestic and foreign in recent years. Secondly, according to the aim of the research, the author designs the questions of the interviews, and ask the community workers,community residents and workers of the enterprises to answer them, in order to understand the produce, the develop and the process changes of the Pingzhuang community. Thirdly, through fieldwork, attending a community event, observing work case, analyzing and summarizing the features about the community and the community management, the author sums up the relation between the government, the enterprises, the communities and the residents. Finally, according to the findings, the author sums up the mining area of community management models, trends and room for improvement.
