With the rapid development of modern science and technology, the technology is used in many fields. For the education applications, the network education has a pivotal role. The purpose of the network education is to provide a network of teaching and learning environment, delivery digital content and develop the learner-centered non-face educational activities with modern educational thinking and learning theory as a guide. It takes a full advantage to the network's various educational features and the rich educational resources. The network education has a character of space-time, interaction, personalization and individualization. Comparing with the network education, the traditional teaching has a character of linear structure of the teaching content, the single text-based, teacher-centered classroom instruction. Therefore, the development of high-quality Web-based course by using the modern network education ideas and advanced network technology to create an open learning space for learner has become an imminent task now. In this paper, we try to design the course online based on the content of multimedia courseware. The purpose is to enrich the teaching of modern teaching methods, effectively guide the learners, stimulate learners to be interested in learning, and solve the practical problems encountered in the teaching.Combining theory with practice, we designed and developed the web curriculum of "Multimedia Courseware". According to the Dick and Carey's teaching design theory, we analyzed the curriculum objectives, teaching content and performance objectives and designed the corresponding teaching strategies and assessment scales. According to the teaching content and strategies, the theory of software engineering was applied to analyze the demand and design the whole learning process. We designed six modules which are landing course of study, job management, resource management, online testing and learning forums. We try to make students use each module conveniently. To some extent, the quality of a system depends on the design of the database. In this paper, we used the SQL Server 2005 database technology to create a data table, the logical structure diagrams and data flow diagram. A sound background processing platform was established by this way. Concerning about system development, curriculum system code was developed by the means of the ASP.NET2.0 Web development technologies, JavaScript and web scripting language.After a year of design and development work, the system basically passed the functional tests and structural tests. It was carried out in a small-scale trials and the effect is more ideal. Basically speaking, the design meet the requirements and solve real problems in teaching process.
