The new changes of national curriculum system have taken place with the new curriculum reform, including curriculum structure, curriculum goals, curriculum management and so on, which ask schools for new actions. So the focus of schoolwork is that how the school puts the school-based implemetary plan of national curriculum in practice to meet the diverse development needs of students, according to their development situation. And that the school sets down a school-based implementary plan of national curriculum is a right bridge between understanding-level curriculum and teaching-level curriculum, which enables the school-based implementation of national curriculum more operational.This article is based on how the national curriculum is brought into effect at school level, and this issue will be explored more deeply by the way of document analysis, historical analysis and comparative method and so on. From the perspective of the national curriculum, as the most important component of the school curriculum, national curriculum needs to be implemented differently in accordance with the level of school and area's development. From the analysis of school level, if national curriculum would like to be transformed from the ideal level into the final experience level of the students perfectly, schools must be faithful to the national curriculum standards, combined with the development realities of schools and the visions schools stick to, to achieve the school-based implementation of national curriculum. Besides that setting out a school-based implementary plan of national curriculum according to orientation of curriculum implementation is also required. The author is based on the above two considerations to unfold the following exposition.The main content of this article is composed of three sections. It is the introduction of part that the implementation of new curriculum requires schools to achieve school-based management, in this part the author summarizes the structure and characteristics of the new curriculum, changes in school management pattern and the three-level curriculum management system. To build a framework of school-based implementation of the national curriculum is a core part of this article, which attempts to resolve the confusions and difficulties schools face, having a great significance for schools to achieve the implementation of national curriculum better at school level. This part includes the school with the vision-building; setting out the school-based implementary plan of d national curriculum, specifically formulating the general policy for teaching and learning, as well as the action plan under the guidance of the general policy for teaching and learning; furthermore school curriculum structure and organization refers to the curriculum setup and class arrangements; the relevant work groups and individual work plans; assessment of the work of the preceding work, as well as the improvement goals, recording and reporting based on the assessment; monitoring in the whole process of curriculum implementation; guidance for the staff's confusions and difficulties. Framework of school-based implementation for the national curriculum not only shows the implementary work a guideline, but also allows implementation of the national curriculum more operational at school level. As the last part of the article, to build a framework of school-based implementary plan of the national curriculum is of a great significance, establishing a connection with teaching-level curriculum.All proves that, to achieve the national curriculum not requires the guidance of higher authorities, but also need schools to play a positive role under the direction of the new curriculum management pattern, and then truly live up to "School-based implementation of the national curriculum".
