"985 Engineering "University bears the important responsibility to promote the university and realize leap-forward development, which plays an important role in raising the quality of higher education, building the protection of management capacity, talents training and other disciplines. The key to the success of "985 Engineering" University is the changes about internal organizational structure and system. The operation of University organizational structure and system is based on institutional settings. The internal needs of project construction and development in the"985 Engineering" University is to establish scientific institutions which is an effective security to the of higher education management functions.The ideal establishment of the interior organization of "985 Engineering" University should be based on the organization theories, following the internal logic rules of organization establishment, and learn from other advance experience. However, there are many shortcomings about the establishment of interior structure. For example, the serious phenomena of the administrative management, the disorderly organization establishment, responsibilities differ with low efficiency, the single type of the research institution, the weak function of the academic organization, the unbalance relationship between academic authority and administrative authority.In order to adjust and optimize the establishment of interior structure, every single system need to rectify the value orientation. First, The academic institution has to take the responsibility of cultivating students. Then, administrative system should provide the efficient services.At last, the research centers try to create the academic innovation. In addition, there are several principles which need to be followed, such as the principle of adaptability and consistency, the principle of flexibility and progressiveness, the principle of scientific and rationality, the principle of democracy and innovation and so on. In this end of thesis, it provides many useful strategies for establishing, adjusting and optimizing the interior structure in university, take for example, the administrative organization need to be "de-administrative" with well defined power and responsibility. The academic institution need to play its functions well. It is also need to build a reasonable and effective performance evaluation system.
