In recent years, with the transition from closed to open state on higher education, the living environment of universities also faced a series of competition, the process of increasing higher education aggravate fierce competition among universities. University of classification as an important type of teaching and research university to the intense competitive environment and identify their competitive advantages, core competencies to build the school and how to evaluate their own core competencies have been obvious is particularly important.The study takes the situation of the fierce competition among universities as the background, as the teaching and research university to be study object, based on extensive reading in literature,access to information and data and case studies, use cross-disciplinary knowledge, analysis of the feature and competitive factors of teaching- research university, establish the Teaching and research university model of core competence evaluation. Through the use the model of core competence evaluation on China University of Geosciences (Wuhan) and then offer the path to enhance the core competitiveness on China University of Geosciences (Wuhan), so it can provide teaching and research university evaluation of core competencies for the corresponding reference.In the course of the study, it take the methods which combined qualitative research and quantitative research. From the following aspects of the teaching and research university model of core competence evaluation studies:First of all, the paper points out the timely and necessity to study the subject through the analysis of the fierce competition among universities on the process of increasing higher education. To promote the increasing higher education as the backbone of the teaching and research universities, how to maintain a competitive edge on the competition among universities and identify their own core competence is the prerequisite for their participation in competition also is an important factor in winning the competition. Only by identifying the core competence of itself, it can find the appropriate path to enhance the core competitiveness. For the teaching and research universities, it has double features of both research university and teaching university and while it has independent self-positioning and development strategies. Therefore, building a teaching and research universities evaluation model of core competence is imperative.Secondly, through the comprehensive analysis of teaching and research universities and then build competitiveness evaluation model on teaching and research universities. This study based on the analysis of characteristics and location of teaching and research universities. Construction on teaching and research universities in subjective and objective environment and its competitive environment, then point out the core factors that influence the competitiveness are personnel training, subject construction, research capacity and infrastructure environment. In accordance with the principle of selecting index, this study build the four-level indicators and 12 secondary indicators of teaching and research universities form the core competitiveness evaluation model, through the Analytical Hierarchy Process (AHP) and expert consultation to determine the weight of index evaluation model, at the same time quantified to verify the correctness of the model.Finally, the evaluation model of the core competence about the teaching and research universities is applied by analysis of the case. With the combination of theory and practice ideas, the China University of Geosciences (Wuhan) is selected by case for study, and evaluation model used to evaluate it's core competencies. At last, based on the evaluation of results, it point out the path that how to enhance the core competitiveness on China University of Geosciences (Wuhan). It also proves the feasibility of the model.
