Research On The Role Of Middle School Party Secretary

The complex relationship between the Party and government, determines the Party secretary should have a clear understanding of their roles that they should play, only in this way, the Party secretary can fully play its own roles, middle schools can effectively carry out Party work..However, affected by external policies and regulations and internal secretary of their own quality, actually, the situation that the roles the Party secretary play in schools is unsatisfactory. Therefore, in this study, with a focus on the real roles of middle schools Party secretary, emphasis is laid on the ideal roles the middle school Party secretary should play, such as the roles school principals, middle cadres, teachers and overall school play, thus to achieve the research objectives that enabling the Party secretary's position and role effectively.Through theoretical analysis and practical investigations,this study define the ideal roles of the Party secretary in middle school as partners of the principal, leaders of the middle-level cadres, spiritual mentors of teachers and other workers in school, and the promoters of the school in harmonious developing. In practice, however, the Party secretary becomes the "mouthpiece" of the principal, the "parent" of middle-level cadres, the "emotional nanny" of teachers and other staff members and the "fireman" of the schools in developing. The reasons for the misunderstanding include the deviation in understanding the role of the Party secretary caused by the education policy distortion, the marginalization of the position of the Party secretary caused by the insufficiency of supervision mechanism, the Party secretary's dilemmas caused by different role conflict and the decline of the Party secretary team in quality caused by the unsound management system. Therefore, in order to let the Party secretary effectively play its own role, the relevant departments should make sound educational policies and regulations to protect the unification of duty and authority of the Party secretary, improve the mechanism to protect the role of supervision. Up to the Party secretaries themselves, they should enhance their ability to adjust the role.
