As a means of resource allocation, educational finance must work though the financial system of education. As a part of education, ordinary high schools must rely on such a financial system to carry out the distribution of resources.This paper is based upon the perspective of institutional analysis and considers the education finance system of ordinary high schools as the research object. This paper is separated into the following four parts according to the thought of describing current situation, then proposing and solving the problems, and finally reaching a solution of them.In the first part, some related concepts are mainly defined. This part narrates the sixty years'development of national education finance system, which is from the establishment of our country to nowadays, in order to find out the education finance system our ordinary high schools have.The second part focuses on the problems existing in the current education finance system of our ordinary high schools. Usually, we judge whether an education finance system is reasonable or not from the following three angles—abundance, justice and efficiency. I also take these three dimensions, and get the conclusion that firstly, our ordinary high schools do not have enough educational outlay; secondly, there are huge differences in some dimensions, such as different areas, city and countryside, different schools, and different social classes; thirdly, the educational outlay is ineffectively used and badly wasted.The analysis about the reasons why there are such problems is based on the perspective of institution. The following reasons are finally found existing in the ordinary high schools—firstly, there are not adequate funds ensured by the current financial system; secondly, the structure in which government of all levels afford the funds is not rational; thirdly, the cost for the individuals is a bit too high; fourthly, the system of charging and subsidizing the educates is unsound; fifthly, the supervisory system for the educational outlay is deficient.Some countermeasures and suggestions are proposed in the fourth part. Since the ordinary high education is quasi-public goods which Is so close to public goods as well as a local public goods which has the characteristic of special spillovers, it must clarify the governments'dominant position in ordinary high education's financial system, improve the fiscal responsibility of central and provincial governments. Besides, there should be fair allocation system of school resource and subvention system for the poor students in ordinary high schools. Meanwhile, the supervision and administration to the educational outlay of ordinary high school should be improved.
