The higher vocational education teaching supervision is an important means to improve the quality of teaching and to assist in teaching management, at the same time; it is an important guarantee for the higher vocational colleges to adapt to the market requirements, and to achieve the connotative development. In this paper, taking the higher vocational education teaching supervision system as the theme, the basic theoretical issues, system constitution, practical problems, construction principles, construction strategies were studied.First of all, in the part of exordium, the definitions, functions, organizations, personnel quality of the higher vocational teaching supervision has been studied. There is both the consensus, but also controversial, this paper will on the basis of the studies makes a summary. At present, the development of higher vocational colleges is rapid, so, to improve the quality of teaching has become the focus of the work of the higher vocational development. In addition, strengthening research on teaching supervision has the positive significance of improving the theory of teaching supervision and guiding the building of teaching supervision.Secondly, this part is the theoretical analysis of the higher vocational teaching supervision. From the interpretation of the supervision at home and abroad, it has two core meanings: supervision and guidance. It is similar between teaching supervision and education supervision and teaching quality management, but not identical. Teaching supervision is a subordinate concept of supervision and teaching quality management, the content of the teaching supervision is teaching management and teaching activities. The later can be divided into two aspects of teacher's teaching activities and students'learning. The function of teaching supervision is inspection, evaluation, guidance, connection, feedback. In order to achieve the task, the supervision personnel should have the basic quality of the professional authority, educational authority and character authority, so that they can full play a role of diagnosising the teaching problems, assisting in teaching management and promoting information circulation.Third, the construction of higher vocational teaching supervision system is studied in this part. Teaching supervision is a compound study field. It is on the basic of self-organization theory, management science theory and interpersonal relationship theory in system theory. The teaching supervision system mainly consists organizational system, monitoring system and feedback system. The teaching supervision system is becoming more improved by planning, implementing, managing. Forth, the countermeasures in higher vocational education teaching supervision are researched in this part. The higher vocational colleges should according to the principles of fairness, scientific, collectivity, comprehensiveness, democratic nature, to change the concept of supervision and to format the new ideas of service view, scientific view and development view. The college should formulate the objectives that are a combination of general goals and sub-goals. The selection of supervisory should be standardization, and the training should be enhanced. The supervision institution should be improved in terms of information collection, processing and feedback. At last, the higher vocational colleges should construct a scientific index system of supervision, and increase the effectiveness of supervision, so that it can make contribution for the vocational college s'quality building.
