The privatization of education has been sweeping the globe since 1980's, neither except USA. Under the impact of theory on neo-liberalism, new managerism and post-welfarism, together with the real pressure about internal crisis in public schools and the falling teaching quality, the U.S.government carried out the reform of Public Schools' Privatization. Social organizations, companies and individuals are involved in a wide range of education. Different school-running patterns have emerged, such as charter schools, school vouchers, home schooling and so on. They led to a lot of controversy, but generally speaking, these patterns of school-running were adapt to the trend of historical development at that time. The reform has taken the "market" concept into public schools'management, and brought new ideas for running public school; The school can be supervised to improve the teaching quality through the Market Law(survival of the fittest)and parents' right of self-determination in choosing school; Government's role and functions have also been changed from the direct management to indirect management. They don't intervene in school specific affares any more, but give schools more autonomy; The reform encouraged the broad participation of social organizations, companies and individuals, which promoted the diversification of the education funding. Pubic school converted reform has also been carried out in China under the impact of privatization of education and achieved some success. However, there are also a number of problems, such as unclear property rights, impure motives,unfair competition, and so on.This paper combinds narrative research and problem studies with comparative method documentary study and analytical method. According to research the background and Patterns of this reform, we can better grasp the substance of U.S. Public School'Privatization, which would provide a realistic reference significance and reference value for China' converted school reform. The whole paper is divided into five parts:"Preface", "Background analysis of the Reform", "Reform patterns", "The effectiveness and controversy of the reform" and "What revelation the Privatization reform of America provides for the converted school in China".Foreword. The foreword is consisted of four parts, writing reason, analysises to some concepts, literature review and research idea sand methodology.The first chapter, Background analysis of the Reform. The author maily illustrate this question from two ways:theoretical background and practical background. Theoretical background primarily refers to three major theories:neo-liberalism, new Managerialism and post-welfarism. The realistic background is also related to three aspects:the internal crisis of public schools, the public demand for reform of the public schools, the education sector'strong appeal for reform of the public schools.The second chapter, Reform patterns of America. There are many types of public school reform patterns:charter school, schoolvoucher, homeschooling, community participation and the for-profit education organization. This part give a detailed introduction of these patterns' concepts and features.The third chapter, the effectiveness and controversy of the reform. Reform of U.S. Public Schools' Privatization brings the concept of "market" into the field of education, promotes the marketization of education and the diversification of school funding, and provides new ideas for public schools. However, the reform also brings a series of controversies. For example, the problem of educational equity, the relationship of Public School's Privatization and school-running efficiency, the balances between the market and public characteristics of education, and so on.The fourth chapter, the reform revelation for the converted school of China. First, it describes the current status and predicament of China's converted school. After that, the author makes a deep comparison between the Reform of U.S. Public School's Privatization and the converted school in China. What's more, the experiences and lessons of the Privatization reform of America provides a good reference for the further development of China's converted school.
