The Research On The Construction Of Harmonious Community In Huaiyin District Of Jinan City

The community is the elemental unit of the city society. Community is the basis and key for constructing a harmonious society. With the fast development of China's economy and society as well as the depth of the reform of system, the reformation, development and stabilization of city all rely on the community. Varied demands of citizens can be realized through the community's service and administration. At present, the community is playing the more and more important role in the grass-roots democracy, social management, social service, social security, stability and security, as well as relationships coordination. To construct the harmony community is not only the necessary requirement but slso an important entry point for constructing of harmonious society. It is also an important strategic initiative for implementing the scientific concept of development, promoting comprehensive, coordinated and sustainable economic and social development, that is of great significance to accelerating the development of city's community and maintaining social harmony and stability. Thus, the research on constructing harmonious society is not only appealing to the demand of perfecting the theory of construction of communities but also a must for practice, bearing its significance both in theory and reality.The research articles focus on the Jinan Huaiyin district because it is a typical old district. Due to many factors such as history, territory, and urban planning, constructing harmonious community is confronted with many realities such as larger number of citizens, relatively weaker infrastructure, and lower degree of integrating and developing community's resources, that lead to the old community is more difficult to construct a harmony community than the others. After clearly defining community and harmonious community, this article based on the case of Huaiyin Community to firstly reflect the background and real situation of establishing harmony in this community, deeply analyzing the problems and reasons for its construction. Combining journal study with case study, this article is based on theory and practice to generally analyze the experience of establishing the community in developed areas home and abroad as well as use the experience and enlightenment of certain sample communities in China. The author proposed the following suggestions for harmonious community:1) reinforcing support and guide, sound interaction between the government and the community should be established; 2) leading residents to be autonomic, residents can be guaranteed to have a say in their community; 3) insisting the policy of "human-orientation", perfect service system should be established in the community; 4) developing culture construction, cohesion and influence should be reinforced. The author sincerely hoped that these proposals could be referred in the practicality and the solution of establishing the community in the old city. The author further hoped that these proposals could contribute to the theory and practice of constructing harmonious community.
