The Impact Of Gender Consciousness On Public Policy

Since the reform and opening up, women become increasingly important in the development in our society. All areas of the society the female talents play an important role.In the rural areas a large number of young men work in the cities and women have become a major force in building the new countryside.However, because of feudal culture, policies and other factors, the proportion of rural female's participation is still far below the international average.In this paper, we take the proportion of rural female in village committee members for example and emphasize the importance of gender awareness.What is more,from various aspects of female's political participation demonstrates the relationship between gender and public policy. Since the female play an important role in rural and social development. The female should bring into play.But the reality is that rural women are still seen as "good wife",feeding their families is the responsibility of men, members of the village committee election campaign has even been considered as man's patent, even if in the village a woman is the occasional and responsible for managing the work, in this case requires the Government to formulate policies to ensure the protection of the rights of women in politics.The Chinese government also formulated a number of policies protecting women's political participation, but these policies just to stay in the promotion level,no rigid provisions for ensuring implementation of the policy, which led to a lack of gender awareness is an important reason for these results.So should mainstream gender into policy-making. That asks the Government in formulating and implementing policies in the process deeply understand the basic status of women, starting from the female reality situation formulated in favor of women's political participation in the policy, while supporting introduced relevant policies to ensure effective implementation of these policies.This paper analyzes the case in the form of lack of gender awareness in rural areas and its influence of the proportion of women elected members of village committee.It also cited a number of success cases, and further illustrates the gender consciousness of rural women under the effect of elected village committee members.By comparing two cases, we conclude that gender has on public policy formulation and implementation of the impact can not be ignored. Finally, this paper presents the development and implementation of public policy in the construction of gender awareness mode,from multiple perspectives highlighted the importance of gender awareness and how the process of policy formulation and implementation of a gender awareness in order to establish the actual situation of rural women protection policies,and these policies have been implemented effectively, the members of the advancement of rural women,the proportion of elected village committee, the effective protection of the rights of women in politics.
