Since the practice of Chinese open-policy, Chinese integrating actual strength has been greatly improved with the improvement of people's matter and spirits, and with the reform of the basis education. However, we realize that the improvement of people's quality of villages is closed related to that of Chinese economical development. It is reported in government's sixteenth document that it is tendency in the process of industrial and modern times that a surplus of village persons move into city. It is necessary to improve the standard of towns gradually and insist on the development of cities. Education plays an important role in the process of constructing towns and cities with the development of population. As we know, physical education is the important part in school education. It is important responsible for cultivating to bring up the better habits of physical behavior of students. As the member of Chinese family, the junior physical education in the area in which Kazak usually live is greatly concerned in school education. It is significant for junior physical education to teach students physical knowledge, make students understand physical skills, make them raise the habits of physical trainings and improve students'adaptable competence.The paper aims at investigate the basic conditions which includes physical funds, structure of teachers academic profession,physical education environment, the performance of physical courses, physical practice outside the classroom via the methodology of reviews, investigation, interviews and Mathematical method of average ect on Kazak students, which study in rural junior school. The result is as the followings: first, the number of junior school and physical teachers which Kazak students mainly engage is reduced with the lower level of teachers'salary although the general conditions can conform to the national standard, including teachers'worktime, salary and clothing. Second, the resource of physical funds is relatively dull and the sum of fare is not enough, and even the certain number of funds is used for something else. Third, it is relatively not appropriating on physical teachers'age structure, the proportion of man and woman teachers, the proportion of professional skills, the relatively dull structure of teachers, even with the lower level of certificated diploma and Chinese standard of teachers themselves. Fourth, the physical teaching condition is relative bad which could just satisfy the need of teaching. Fifth, the phenomenon of relaxed and formalism exist in the process of the performance of physical course. The traditional teaching methods, teaching model and teaching evaluation are still being used until now in class, which prevent the needs of currently physical teaching reform. And what's more, it stops Kazak students from understanding the characteristics, objects and purpose of physical course. Sixth, it seems not to be optimistic that government have not made full use of the local physical teaching resources and students have not had extra trainings after class although most of schools have physical activities outside class and to some extent, provide students national characteristic activities.Based on the current physical teaching condition of rural junior schools in the area of Kazak, this paper attempts to provide some suggestions to local government so as to make national rural physical teaching much better.
