As the whole world is concerned about the students'application ability in mathematics today, "Mathematical Problem Solving Instruction" is put in an important position in national program standards. The implementation of new curriculum in China means not only the update of the teaching materials and curriculum adjustment, but also the update of the philosophy in primary education. "Mathematical Problem Solving Instruction" is just-in-time to facilitate this conversion. From problem application to problem-solving is much more than the name change. Making the changes clear will help us to inherit the valuable and successful experiences in traditional math instruction, and to put the problem-solving teaching into practice.In this paper, the current situation of mathematics problem-solving teaching in elementary school as the object is deeply researched. Through the interviews with mathematics teachers in primary schools, questionnaire observations, classroom observations and self teaching practice, the author got plentiful first-hand information. By comparing the traditional teaching methods with the problem-solving teaching methods, this paper discussed some related theoretical issues and practical problems about problem-solving teaching in primary mathematics education.This paper is mainly divided into three parts. The first part reviewed the current researches about the problem-solving instruction.The second part is about the current elementary school mathematics problem-solving teaching of Japanese. This part analyzed the new changes and problems in problem-solving instruction from several sides, including the application of teaching and problem-solving teaching arrangement characteristics, questionnaire analysis, interviews analysis teaching cases and other cases.The third part is the strategic thinking about the problem-solving teaching in primary mathematics instruction. Combined with the author's teaching practice, this paper got such inclusions: 1. Teachers should emphasize on creating problem situations, and encourage students to ask questions and find problems. 2. Emphasis on problem-solving strategies is ought to get attention, and students should be helped to be able to build mathematical models. 3. Students should be guided to focus on cooperation and exchanging experiences during the instruction.
