A Study On Current Free Education Policies For Normal College Students In China

The thesis has studied on the free education policies for normal college students in China since 2007. The study has systematically carded and discussed the contents and practice effects of current free education policies for normal college students based on reviewing the progress of the free education policies for normal college students in China, which strives to grasp the development situation and characteristics of current free education policies for normal college students. It has further deepened our normal understanding of the free education policies by analyzing political, economic and cultural factors that impact on the policies, which has provided valuable experiences and cross aged references to the policy-making, improvement, repair and implementation of the policies.This paper is divided into five parts.The first part has reviewed and carded the history of free education policies for normal college students in modern China and considers the policies are the needs of Chinese characteristics politics, economics, technology and culture, and the outcomes of thoughts and practice of national education. The higher teacher education has gone through a number of different social systems and different historical stages of the feudal Qing Dynasty, the Republic of China, under the leadership of the Soviet Communist Party of China and the Anti-Japanese base areas and liberated areas, and The People's Republic of China since it has been proposed. The making, implementation and development of the policies have changed several times and have try and learn Japanese, German, American and Soviet-style educational system over the world in different experiences and practices. The road is tortuous, the experience is rich, and the lesson is also painful.The second part shows that three main factors of impact on current free education policies for normal college students in China, namely political, economic and cultural. Building a well-off society in an all-round way and constructing the socialist harmonious society, education bears an important historical mission. Building a new socialist countryside, reducing the urban-rural, regional development disparities, improving people's livelihood and promoting social fairness and justice, all of these urgently need to promote equal education and promote the coordinated development of education. Free education for normal college students is a strategic measure of solving the structural imbalance of education and promoting educational equity. Weak development of rural education will restrict local economic development and social progress; also, educational backwardness will affect future economic development of the western. State special funds have supported the policies, which is sufficient to explain the importance of the policies. The formulation of the policies fully reflects the profound understanding of education on the importance of social development by the Party and the State. And education was put in the strategic level of the promotion of social development.The third part has particularly expounded the contents of current free education policies for normal college students in China. In May 2007, the General Office of the State Council had forwarded the circular of"Measures of Free Education for Normal College Students in Normal Universities Directly under the Ministry of Education (Trial)"by the Ministry of Education, Ministry of Finance, and Central Office, the Ministry of Personnel. The State Council decided to practice the free education for students in normal universities directly under the Ministry of Education. To take this major step, is to further the formation of a thick atmosphere of respecting teachers, so education has become the most respected enterprise in the whole society; is to train large numbers of outstanding teachers; is to promote school educators, to encourage more young people become lifelong educators.Part IV, through questionnaires and interviews, has made data analysis and theoretical summary about the practice results of current free education policies for normal college students in China. 2008 is the second year of practice of the free education for students in normal universities directly under the Ministry of Education. The requirements have set clearly, which about admissions, enrollments and arrangements. The work of entrance organization and propaganda was meticulous, which was done by 6 normal colleges directly under the Ministry of Education. And school leaders personally traveled to some provinces and led the enrollment actions in some secondary schools. They have made a good foundation of enrollment successfully by explaining policies. In 2009, the total number of normal students with free education is 12112, which had increased 729 people than the actual enrollment in 2008. Judging from the three years of enrollment, the policies was popular, which of free education for normal college students made by the State Council. And this measure has played a good role to teacher education reform.In Part V, the researcher has made some suggestions for references based on the actual status. Through pointing at the pros and cons in the implementation process of current free education policies for normal college students in China; and ensuring that the undergraduate students are better able to serve the education reform and development of the rural, central and western areas in China. Namely: to increase social propaganda; improve recruitment links; balance enrollment and policies. And keeping up with times, amend, modify, repair policy provisions in time; promote policies and spread policies in good time.
