In recent years, with the implementation of China's family-planning policy, China's natural population growth rate has been effectively controlled, and the number of school-age children in a number of regions is declining, especially in the vast rural areas. At the same time, after 30 years of reform and opening-up, China's urbanization process is increasingly being accelerated,and our society has entered a period of structural transformation.Large-scale shift to cities of the rural population and labor force as well as the outflow of quite a few children in rural compulsory education stage is exacerbating the decline of new students in rural schools. The original village's primary school, township's and county's secondary schools have not suited the layout of the actual education in rural areas. In addition,the sparse distribution of the source of students brings about "Sparrow School", "one village one school", Multiple Teaching as well as enrollment of the following year. The declining educational reality makes it difficult to operate the scale of education in rural areas, restricting the advanced teaching facilities and excellent teachers in rural schools as well as the state-provided normal courses.Therefore a serious impact on improving the quality of rural compulsory education occurs.After entering the 21st century, our government has made great strategic arrangements of building a socialist new countryside for the urban and rural development and the promotion of the cause of socialism with Chinese characteristics. New socialist countryside is a coordinated development of various undertakings and can basically meet the basic needs of modern farmers in rural areas, rural education and its important features is the comprehensive development of cultural undertakings.It can be said that the development of education and culture will eventually become a new fundamental symbol of rural development. Promoting the development of rural education is to meet the needs for the new countryside construction,even for the full implementation of quality education, promotion of balanced development of education as well as an important step to achieve educational equity and the basic requirements.The backwardness of rural education severely restricts the overall development of China's education level, therefore,to promote the development of rural education is not only important but also very urgent. Construction of new countryside in China provides the rural education with a very rare opportunity.Since late 1990's, our country began to make an appropriate adjustment to a number of primary and secondary schools in some rural areas. In the 21st century, the State Council promulgated " the decision concerning the reform and development in basic education" The Decision requests,according to the principle of the nearest primary school enrollment, the relative concentration of junior high school and optimization of educational resources, the layout of rural compulsory education should be adjusted to adhere to local conditions and have a reasonable planning.Since then, with the purpose of the reform of rural education resources as an opportunity to expand the school size of schools and improve the effectiveness of the objectives, China's new round of restructuring in rural primary and secondary schools throughout the country began and obtained certain results.However, as China's economic and social development situation of rapid change in recent years, the irrational distribution of educational problems caused by the vast rural areas in China is still more outstanding.The relative backwardness of education in rural development is a serious impediment to the balanced development of Chinese education, educational fairness and healthy development of new rural construction.Therefore, furtherly optimizing the integration of educational resources has been necessary to adjust the layout of rural schools.Currently, in the context of the adjustment of a new round of nationwide distribution of rural schools, we must focus first on students and educational resources in order to to solve the existing problems of rural education. However,the simple mergence of schools will cause a new problem of a new "school is difficult".In such circumstances, considering convenience to rural children to school and the educational quality, boarding schools will become the best choice to solve the problem under the current situation.In this paper,from the point of view of educational economics, educational sociology, educational management and other multi-disciplines,through the use of economic theories relating to education, educational equity theory, education-balanced development of theory as well as the theory of building new countryside, based on the analysis of a new-round adjustment of primary and secondary schools in rural areas and the background, motivation, approaches, problems and so on of the layout and construction of boarding schools,we try to find the nature of these problems, clarify our understanding of ideas, clear direction, strengthen our confidence.Meanwhile, practically we try to clear the standards,adopt effective measures, find a more scientific and rational response and path.In a word,the final goal is to furtherly improve the construction of boarding schools and lay a solid foundation for China's rapid and sound development of rural compulsory education.
