The 2007 "Central First Document" clearly states the weak and basic status of agriculture. It emphasizes the necessity of equipping agriculture with modern material condition, rebuilding agriculture with modern scientific technology, advancing agriculture with modern managing form, leading agriculture with modern developing concept, developing agriculture by training skilled peasants. It also points out that enhancing theOne of the prerequisite of developing agricultural modernization is to gather the land together, conduct the enlarged-scale production, and promote the efficiency. Therefore, the government has issued a series of policies among which the land circulation policy is issued for the scaled and industrialized development of agriculture. This paper uses the land circulation policy as the lead-in point, applies the gender perspective and the woman political economics as the analysis frame to interpret the influence of the present land circulation policy upon Chinese woman. This paper applies the site survey method, makes the farm survey to the two different identities and therefore learns their real practical need and the fact that abundant of women are in a depressed status caused by the fact that the issued policies lack the gender perspective. Based on this survey, this paper hereby tries to arouse more attention to the development of rural women and attracts more people to engage in the policy making policies and thus empower the policies the gender sense and gender perspective.
