In March 1949, at the Second Plenary Session of the Seventh CPC, Comrade Mao Zedong stated clearly "from 1927 to the present, our focus is on the rural areas, gathering strength from the countryside, and then surrounding the cities and towns. Such phases of work have now been completed. From now on, we should begin our work from the cities to the rural villages with the cities as the leading role……The party's focus must be on the cities. We should make great efforts to learn to manage the city, and construct the cities. "This meeting is an important meeting at the crucial historic moment for the victory of the new democratic revolution in China. Focus for the party's work has shifted from the rural to the urban, from war to production and construction, which has prepared politically, ideologically, and theoretically for the transformation from New Democracy to socialism. From this historical meeting on, a new era has begun with the exploration and practice of the CPC Central Committee and Comrade Mao Zedong to seize the city, to take over cities and develop the cities. This is of great significance to the final victory of the Chinese revolution, construction of socialist society and the later reform and opening up.Mao Zedong attached great importance to city work, and by continuing to explore the methods, principles and policies for city work, Mao formed his own thoughts and theories on city work. Guided by the thinkings of Marxist classical writers, drawing on the excellent thoughts of the modern Chinese revolutionary thinkers and practitioners, combined with the actual situations of the Chinese revolution, based on real practices, Mao Zedong's theories and thoughts on the city work is the city work thoughts of new democratic nature. Mao's thoughts are the proletariat thoughts on city construction developed on the basis of anti-imperialism, anti-feudalism and anti-bureaucracy thoughts. They are the crystallization of collective wisdom of all Chinese communists.Before and after the founding of New China, Mao Zedong's theory of urban work thinking was formed when the Chinese Communist Party was to rule the nation for the first time and the new democratic revolution was shifting to socialist revolution. According to the actual national situation Mao Zedong put forward the main tasks, policies, measures and approaches for the city work. First, the city's main task is to restore and develop production, and establish people's congresses and municipal people's democratic governments at all levels so as to consolidate the new regime, stabilize the social order and establish socialist cultural and educational system. Second, urban work policies, measures and means are directed to the city work. The party organizations at all levels should strengthen the studies of Marxist and Leninist theories and science and culture. The united frontline and propaganda network about the city work should be established. The principles of combining these with city work should be upheld.Practice has proved that it is scientific and reasonable to use Mao Zedong's thoughts and theories on city work as the guiding thoughts and theories. It has positive effects on the construction of new China, and guides effectively the communist work in the cities and lays a solid material foundation for the economic development and recovery of New China. In the Meantime, it also helps accumulate rich experience and educate large patches of constructers for new China. Through continuous exploration, innovation, and practice, these thoughts and theories have greatly promoted the development of Marxism in China and become main components of Mao Zedong's thoughts.
