Since the 1990s, with the rapid development of information technology, constructivism has become an important theoretical basis of instructional design. Constructivism advocates the objectivity and the active construction of knowledge, so they emphasize "situation", "collaboration", "session" in instructional design, and advocate learning-centered instructional design. Obviously, Constructivism is different from cognitivism that advocates the objectivity and understanding of knowledge. It is also quite distinct from behaviorism that advocates the objectivity and transmission of knowledge. It can not fit into the traditional theories and system of China, and brings a lot of confusion to instructional design, such as unclear teaching objectives, difficult to locate the role of teachers, difficult to control teaching order, unreasonable teaching methods. No matter what kind of theoretical guidance of instructional design, we can not evade the three questions: view of knowledge, the cognitive process, sufficiency and effectiveness of teaching. Instructional design theories are enriched and improved in different disciplines. It is of great significance to explore flash design ideas of Instructional design based on past classic theoretical basis from a new perspective.This article uses the literature method, case analysis, comparative analysis to analyze the instructional design's significance of Shatalov's "Outline signals" pedagogy that had swept the world in the 1970s. On one hand, it reflects on instructional design principles, clarifies the instructional design specifications, explores a deeper level the nature of instructional design problems in the reality of the proliferation of instructional design model. On the other hand, from the theoretical foundation and the value of instructional design of "Outline signals" pedagogy, it analyzes the view and cognitive processes of "Outline signals" pedagogy in depth, and then gets the instructional design model of "Outline signals" pedagogy. This model puts emphasis on the Starting point of knowledge and cognitive process perspective, sufficiency and effectiveness of teaching, then explores the instructive Significance of "Outline signals" pedagogy.
