Online teaching and learning is increasingly permeated with the rapid development of computer and network technology. Especially in the universities, online teaching and learning is gradually become the effective supplement of traditional class. Interaction, as the important part of the traditional education, is an key point in online teaching and learning. But the situation of interaction in online teaching and learning is not very satisfying. The function of teaching and learning system are limited to upload some studying information. Thus, the education resource were wasted, and the quality of online teaching and learning was influenced. So, the author think how to improve the level of interaction in online teaching and learning is issue which has realism significance. In this paper, the main question is to explore and research the strategies which are using to promote the quality of interaction in online teaching and learning. In this study, the author mainly used the literature analysis, case study method, survey analysis method and content analysis. Firstly, the author defines the concept in order to clear the contents of the study. Secondly, the paper summarized the influencing factors of the level of interaction by investigating the literature, and found the effectiveness of instructional strategies for the significance of promoting the level. In the article, the instructional strategies of problem guiding, task driven and collaboration learning are used to promote the level and quality of interaction, aimed at the curriculum feature and process factor that influencing the interaction level, the investigation of the situation about using and perspective to strategies of teacher and students.On the base of investigating the current situation of teacher using instructional strategies and students'view of it, the author designed the project to facilitate the interaction level of teacher and students. The project was actualized in the class named Computer Culture and Applying Technology in Shanghai University that based on the Blackboard Learning System. The author analyzes the application method, teaching case, then investigating the application effect. At last, in order to evaluate the effect of strategies, one hand is interviewing the teaching and questionnaire to survey the students, the other hand is analyzing the layer of constructing knowledge about the posts in the forum.The paper proves the validity of question guiding, task driven and collaboration learning strategies to the level of interaction of teacher and students. Certainly, it is not enough to thinking about the several tactics. So one of the next further work is selecting and combining other instructional strategies, studying the application in education, the other is considering how to advance the quality of interaction in online teaching and learning from the systematic perspective about instructional design.
