Joseph Kay (1821-1878) is an economist, comparative educationist, royal lawyer of England. As a forerunner of comparative education subject, under the lower development of England education of the Poor in the first half of the 19th century, Joseph Kay visited to some Western Europe mainland country include Germany, France, Switzerland, Holland etc. and exchanged in education of Poor for 8 years, accelerated so much experience in education of Poor, provided a salutary lesson for improving education of Poor.This article is divided four parts to expound the study of Joseph Kay comparative education concept. In the first part, it mainly introduced Joseph Kay's biography and his outstanding education visit activities; in the seconded part, it mainly analysis the historical setting of Joseph Kay comparative education concept; the third part is the major component in all of paper, from four aspects to contrast expound the difference of England and Western Europe mainland country, include the understanding of the education of the Poor, educational facilities, building of teachers, education supervision. The last part is evaluate Joseph Kay's concept, as far as possible to analysis his contribution and limit systematically and objectively.Joseph Kay's thought and behavior left a precious document data for the development of modern education history and comparative education subject.
