| Joseph Kay (1821-1878) is an economist, comparative educationist, royal lawyer of England. As a forerunner of comparative education subject, under the lower development of England education of the Poor in the first half of the 19th century, Joseph Kay visited to some Western Europe mainland country include Germany, France, Switzerland, Holland etc. and exchanged in education of Poor for 8 years, accelerated so much experience in education of Poor, provided a salutary lesson for improving education of Poor.This article is divided four parts to expound the study of Joseph Kay comparative education concept.
