In our view, the aim of the internal power system for the rural teachers to join in and quit from the teaching career is to inspire the teachers enthusiasm of "joining in voluntarily" and "quitting initiatively". It is the core of the internal power system for the rural teachers; it is of self-organization, internal spirit and external incentive and so on.At present, on the condition of the calling and pursuit of the compulsory education's development, people pay more attention to the living condition of the rural teachers. According to some survey, some rural teachers are confused on the quality of the education and the new curriculum reform, in their teaching, they can not teaching happily, some "should-be" teachers can not join in the teaching for the schools entrance'difficult, and their lives are unfortunate. So many rural schools set up the system for the rural teachers to join in and quit from the teaching career. The schools fire a large number of unqualified teachers, and the same time, the schools employ some new teachers. But the system is not perfect enough; the way of the system is too simple to fire the teachers. There is unity action regardless of the actuality. The system is lack of the necessary respect and care of the teachers, so the teachers psychological is unbalanced, and they lose gradually the momentum and enthusiasm of continuous learning. There are three main reason: first, the concept of static and ignoring the existence of college graduates which assigned us the respect of the possible lives; second, the rural teachers are placed on the situation of the "be managed and be used", the are lack of care; third, the investment in rural education system is unreasonable, it ignores the economic development of western and eastern regions of imbalance.To improve the quality of education, ensure the result is fair, and realize people well-being lives. It is inevitable choice to improve the system for the rural teachers to join in and quit from the teaching career.Through the action of free, it will play a "typical excellent teacher" models, and to properly resolve unqualified teachers and establish the long-term rural teachers integrate additional internal drive mechanism and other measures. It can stimulate the teachers to "quitting voluntarily" and "supplement initiative". The result is to make the joining in and quitting from"forced by others" to "do it initiative".
