Research On The Status And Countermeasures About 'the No.7 Document Of The Central Commitee Of The Communist Party In China' In Rural Primary And Middle Schools Of Henan Province

In order to effectively enhance the physical health of young people, May 7, 2007 CPC Central Committee and State Council, China issued (2007) 7 file "CPC Central Committee and State Council on strengthening the youth sports to enhance the views of adolescent physical fitness" (referred to as "NO.7 Document "). This paper selected primary and secondary schools in rural areas of Henan Province as the study in order to provide a reference basis for other rural primary and secondary schools across the country to implement the " NO.7 Document" to play an important referential significance.This paper based on documentation, questionnaire, expert interviews and other methods to understand the " NO.7 Document" status quo of the current primary and secondary schools in rural areas of Henan Province and to analyze the relevant research. Do questionnaire survey in Zhengzhou City of Henan Province, Xuchang City, Nanyang city of 24 rural primary and secondary schools on the implementation of the "Central 7 document" status quo. By Interviewing with the Physical Education teaching and research staff of Zhengzhou City Board of Education, the Physical Education teaching and research staff Zhongmu County Bureau of Physical Education,the deputy principal of DongGuan elementary school in Zhongmu County, the deputy principal of KangTai elementary school in Xingyang city, and physical education teachers of YingZhuang and LuYing secondary school in in Wolong etc..This study suggests that:the majority of the in charge of sports leaders and sports teachers of the rural primary and secondary schools in Henan Province get to know the2" NO.7 Document" spirit basically; primary and secondary schools in rural areas of Henan Province to implement the " NO.7 Document " status:Henan Provincial Government and the class education department make a positive response to " NO.7 Document" and enact the corresponding "implementation advice" issued; primary and secondary schools in some rural areas of Henan Province also introduced a corresponding document and the related publicity. The majority of rural primary and secondary schools opened two physical education per week; and the implementation of "a daily one-hour exercise"in primary and secondary schools in rural areas of Henan Province is not very optimistic,and that should be improved; the majority of schools also conduct a school Games, however, relatively uniform; while primary and secondary schools in rural areas of Henan Province in implementing the "implementation of the opinions", they also encountered a variety of problems and difficulties, such as sports equipment, funding, physical education teachers emulated, and that all have prevented the " NO.7 Document ".The implementation of the measures need to be further improved.At present, although the primary and secondary schools in rural areas of Henan Province in the implementation of the " NO.7 Document " process, the school PE lessons and extra-curricular activities has been some improvement, but there are still a lack of sports facilities and equipment, sports, the funding shortage, lack of physical education teachers and the status of teachers received little attention, academic pressure and other difficulties and problems. In this regard, measures to be taken are:all levels of government departments and education departments should increase funding for primary and secondary schools in rural areas.And empower the sports equipment and facilities to ensure that physical education and extracurricular sports activities were carried out.And then strengthen the PE teachers team building and raise the status of physical education teachers in rural primary and secondary schools; The rural primary and secondary schools leaders should aware the importance of " NO.7 Document ",and support the teaching and extra-curricular physical education and sports activities from ideology into action.Last, we should chang the educational evaluation system and continue to improve the Physical examination system, and introduct the entrance examination system in sports increases.
