College teacher's performance evaluation is very important for the guarantee of college's general development and guiding and promoting university teacher's development. However, the present university teacher's performance evaluation brings down teacher's working activity and influences university's development because of its'outdated direction theory. Therefore, it is vital that exploring an effective university teacher's performance evaluation is a research item of present college human resource management.According to the analysis of the origin and present conditions of university teacher's performance evaluation, this paper brings out the new concept competency and puts forward the strategies which University teachers Competency should be combined with university teacher's performance evaluation. Then in this paper, the researcher adopted literature analysis method, Delphi method and questionnaire survey to induce university counselors'competences, composed"The questionnaire survey on University teachers Competency"and constructed university teachers'competency model. On the basis, the researcher established the performance evaluation mode of university teachers based on competency model so as to solve the difficulties of measuring University teachers Competency and to realize the tasks of combining University teachers Competency with Performance. It played an active role in revising university teacher's performance aim and increasing the Competency constantly.The paper mainly studies as the followings:1.University teachers'competency model is composed by five dimensions, which are working attitude, social communication, professional skills, teachers'character and developing character. The order of their importance is social communication, professional skills, teacher's character, working attitude, developing character.Each Competency model factor can be surveyed concretely by corresponding action description. 2.The performance evaluation mode of university teachers which is based on competency model includes five stages. They are performance planning stage, performance implementing and managing stage, performance evaluating stage, feedback stage and the stage of application of performance management results. And every stage should be united together by performance and competency.3.Basing on competency, the followings are practical strategies of performance evaluation of university teacher:(1) The effectiveness of university teacher's competency model;(2) Constant communication;(3) The balance of exam and evaluation of achievement and competency;(4) Peaceable organization structure and forceful system guarantee;(5) Perfect information collection system.
