Modern education requires us to develop and improve the students'quality, it emphasizes the development of every student. But there are many English underachievers in every junior high school in every area. It seriously blocks the advance of English teaching quality and education for all-round development. The problem makes the schools, the teachers and the students'parents bored.What are the main reasons of this phenomenon? How to transform these students? The present research tries to find some ways to solve these problems. Perhaps it can help to change the actuality of English teaching in Dezhou junior high schools. The guiding theories in the present survey research include: 1. Constructivism. 2. The Attribution Theory by American psychologist B. Weiner.The present research has discovered the causation through survey and interview among 891 junior high students, their parents and 50 English teachers of No.3 Middle School, No.4 Middle School and No.5 Middle School in Dezhou. And with the guide of relevant theories and experience gained from years of education practice in classroom teaching, the reasons are as following: 1. The inner causation includes: intelligence factors, non-intelligence factors, study strategies and achievement attribution. 2. The outer causation includes: school management, factors of English teachers, relation of students and teachers and factors of students'families.Based on the causation analysis, the present research presents several characteristics of English learning underachievers including cogtive features and personality traits.According to the causation analysis and character analysis, the present research supplies the following countermeasure to help those suffering from English learning disability: 1. Respect the students who are the main bodies in English learning course, estimate the underachievers correctly. 2. Enhance the qualitiy of English teachers (include personality, conception of education, pedagogy and psychics accomplishment, cultural quality, study ability, scientific research ability). 3. Establish new relations of teachers and students. 4. Cultivate the underachievers'non-intelligence factors. 5. Coach the underachievers English stratigies. 6. Teach the underachievers to make correct attribution.7. Some teaching methods about English underachievers.
