| Being the backbone of college students' ideological and political education, college counsellors are regarded as the organizers, executants and supervisors engaged in educating, managing and providing service to college students in their ideological and political development. In order to adapt to the high education reform, to reinforce and improve college students' ideological and political education, to realize the training objective of talents, to maintain the stability in colleges and society, and to meet the needs of building a high-level team, the professionalization of college counsellors is the only way and the choice of the era.Regulations including The Suggestions of the CPC Central Committeethe and the State Council on the Further Reinforcement and Improvement of College Students' Ideological and Political Education, The Suggestions of the Ministry of Education on the Building of the Counsellors Team in Higher Education and The Regulations of Building the Counsellors Team in Regular Higher Education have been issued in succession, which shows that both the Party and the State have paid great attention to the construction of college counsellors team in a new era and creates a new chapter for the college counsellors' professionalization as well. Although the issue of college counsellors' professionalization has been brought forward, it is still a new project in terms of its implementation. Based on an in-depth study of the project, the writer believes that an imperfect mechanism is the main barrier to the realization of college counsellors' professionalization. Therefore, the construction of a scientific mechanism is the key.This paper focuses on the project of college counsellors' professionalization from the micro-perspective of constructing a scientific mechanism under the guidance of regulations issued by the Party and the State on college students' ideological and political education; based on theories including ideological and political education as well as human resources development and management; supported by first-hand data collected from investigations; and at the same time, making reference to the relevant researches undertaken both domestically and overseas. This paper consists of three chapters:The first chapter summarizes the development of the college counsellors ' occupation and its definition after introducing the definition, characteristics and developmental history of occupations. It also explains the notion and criteria of college counsellors ' professionalization and concludes the meaning of the college counsellors' professionalization mechanism. The writer thinks that this mechanism can be understood as the principles, procedures and methods that are necessary for the development of college counsellors' professionalization.The second chapter states the progress of constructing the college counsellors' personalization mechanism from three dimensions in terms of state, local and college. After listing the features of un-professionalization which relates to the instability of college counsellors, unreasonable structure (i.e. age, education level, major) and low working ambition, this paper tries to find the problems and analyse the reasons from the perspective of mechanism. The writer states that the current problems in the mechanism are mainly due to the unrealistic design, the lack of normative implementation and unreasonable guidance. In addition, the main reasons involve the less attention paid onto the construction of counsellors' professionalization mechanism and the inability of building such a mechanism.The third chapter proposes the idea of how to construct the college counsellors' professionalization mechanism on the basis of analyzing the realistic significances of constructing such a mechanism. The writer believes that to construct a comprehensive college counsellors ' professionalization mechanism is demanded in order to adapt to the higher education reform, is required in order to improve the quality of college education and is also effective to solve the existing problems in the college counsellors' team. To construct a scientific mechanism of college counsellors' professionalization is to set up a recruitment mechanism which emphasizes high standard and quality, a training mechanism which focuses at high standard and speciality, a management mechanism which stresses high requirements and efficiency and a development mechanism which needs high level and motivation. Meanwhile, in order to improve the operation of the college counsellors' professionalization mechanism, it is also important to set up a series of auxiliary mechanisms to strengthen the law and regulations so as to specify the professional identity; to develop relevant subject and speciality so as to train professional talents; and to establish a specific committee so as to enhance the professional influence. |
