The position–based allowance has been implementing in the universities and colleges for nearly ten years. It is a creativity of the internal distribution system and plays a very important role for the development of the universities and colleges. But there are some problems when this distribution system is used, such as weakening the motivation of the position–based allowance, strengthening unfair feelings, competing for the standard of the position-based allowance and ignoring the checking and evaluating system. These factors are restraining the initiate affection of the position-based allowance system. This paper are aiming at making a comparable analysis for this system of Hebei province and making some measures for resolving these problems.The author makes full use of the experience of management for the position-based allowance distribution system and the study for this mode, combining with the existing problems of the system within universities to show the meaning of the study of this paper. After analyzing and evaluating corresponding theory of position-based allowance system and history of this system. The author utilizes initiate files and attempts to carry on a comparatively deep comparable analysis of the problems within ten universities and colleges of Hebei province. Then it sums up some existing problems of the position-based allowance system within universities, such as little support of finance, differences of the standard of the system within universities, the standard of fair influenced by the lackage of motivation, the unscientific of evaluating system and the left step of the society security system.Combining with the actual situation in colleges and universities in Hebei province, this article describes some aspects of the internal management of the secondary distribution of the various series of the distribution patterns of the allowances and social security and individual assessment, allowance standards and workloads and so on. The findings of this article has great reference value for the next step of reform in positions allowance in colleges and universities in Hebei Province, and also has an important reference value for the educational management department.
