| With the deepening of reform and opening-up and the establishment of the socialist market economy in China, the "danwei" system is gradually collapsing and the pyramid-like organizational structure characterized by administrative jurisdiction and centralization has begun to show flexibility. In this process, the status and function of community has been continuously upgraded and been paid more attention. The success of community governance is macro-related to the construction of harmonious society and micro-related to the implementation of civil rights. Not only that, it is also related to strengthen democracy at the grass-roots level, transformation of government functions and so on. It has major significance, and now effective community governance is becoming a hot topic in the academic.In this paper, the article taking the theory of governance and the good governance and the theory of the legitimacy of pluralist democracy as a theoretical tool, researches city community governance of multi-bodies. This article begins from the introduction of the history of China's community construction and governance, summed up the city community of the effectiveness of multi-governance, including the decentralization of government power making local government to get more power, government administration ability promoting community governance , community self-governance organizations and nongovernmental community organizations having developed, community residents taking more attention to participating and so on. However, the bodies of city community participating in the community governance also have some problems. Such as the government absent from their duties and overrun, the deviation of the role of community self-governance organizations, the difficulty of nongovernmental community organizations in the process of development and residents "weak participation" problems. This article analysis the problem at the basis of conclusion of the effectiveness and problems, involving history, culture, institution, system and so on.At the same time, the article selects four typical models in our city community construction to analysis, including the model of "two-tier government, three-tier administration and four-tier network" in Shanghai, the model of making community service as the first goal in Qindao, the model of targeting at city community self-government in Shenyang and the model of government taking initiative to change their functions in Wuhan. At a certain extent, the four typical models on behalf of exploring the outcome of city community governance and development goals of our city community.By summing up the typical models, the article focus on the main role and functions of participant bodies at governance in city community to illustrate that the various bodies what should be to do and how to do. Finally, the article attempts to explore the correct path to improve multiple community governance.This article concluded that the ideal model of city community governance of the contemporary society. It is different from the authoritarian government under the absolute control and a single role in the management, nor is it divorced from supports of the party and the government. It is the good governance of multi-bodies, including the country (government and political parties), society and individual citizens. That means that it includes the government, party organizations, community self-governance organizations, nongovernmental community organizations and individual residents. City community governance should be under the guidance of value and principle of "people-oriented" to achieve "good governance" and constructs a harmonious community through reasonable scientific relations between the bodies and effective integration of community resources and good design of the system. |
