OER(Open Educational Resource) and its practice are emerging as a growing international phenomenon. It is one kind of strategic measure towards Educational innovation and application of ICT(Information and connection Communications Technology) in University's teaching in High Education. MIT OCW (MIT OpenCourseWare) and NPWDEC (National Program of Web-Delivery for Elaborate Courses) are representative pioneers in this practical area. As systemic approaching of large scale OER practice, program planning, technical scheme, management, construction pipeline, evaluation, successful experiences and facing challenges are worthwhile to research questions.At first, the thesis cards the status of construction and sharing of Open Educational Resource, the research and development of national elaborate courses, as well as the OCW's enlightenment on the construction of national elaborate courses. And so, we lay a good foundation for this study.In order to understand the quality of our national elaborate courses truly, the thesis analyzed educational national elaborate courses, selected 27 courses from the whole educational network courses. It integrated uses of literature research method, content analysis method and interview method. The paper analyzed the status of national elaborate course from the following aspects, such as online learning support, curriculum resources, curriculum management, interface design and operation of the quality of the courses. Then, we excavated the problems of the construction of national elaborate course, from the teaching staff, teaching management, teaching content, the construction of teaching practice, materials construction, the teaching means and so on.To solve above problems, we put forward some suggestions to improve the level of elaborate courses: to strengthen the construction of teaching staff; the formation of scientific management mechanism; the reform of teaching contents and teaching methods; optimize the curriculum resources; to strengthen the "three-dimensional" materials; to design a unified curriculum template and increasing publicity of the elaborate courses.At the end of the thesis, we summarized the research results of this study, and did a brief introduction of inadequacy and follow-up study.
