Organization culture is the soul of the organization ,which is the historical accumulation of long-term development of the organization . The formation and the development of organizational culture have its objective of natural factors, but also has its subjective factor of the dynamic. At present, the research of the construction of organizational culture in the importance of organizational development is increasing.In the process of globalization under the impact of cultural convergence phenomenon, the theory advocated by industry and the education sector in the implementation of multiculturalism and cultural localization, personalization and the concept of nationalization are faced with severe challenges. the breadth, the depth, and the intelligence of Mongolian cultural are the crystallization of the Mongolian people. Mongolian settlements in the region of Inner Mongolia, Mongolian kindergarten also shoulders the development of the national cultural heritage and face the challenges. In this study, in accordance with the theory of the organizational culture construction and Ethnological theory, we show that it is important for the heritage of Mongolian culture to construct Mongolian kindergarten culture, as well as teachers realize the importance of professional values. That is the importance of Mongolian kindergarten Culture construction for the sustainable development of Mongolian kindergarten.In this study, research methods include literature, reviewing observation, interviews and questionnaires. we chose Mongolian kindergarten of Hohhot and Mongolian kindergarten of Xincheng quarter as cases. the context of this study is as follows:First of all, theory basis of this study are organizational culture construction theory, Ethnological theory and so on. According to the nature and the tasks of kindergartens, we are thinking Mongolian kindergartens culture ,wanting to create a straightforward open-minded, warm and rough as the main character, study hard and positive-oriented culture, to establish a community of bilingual education. Therefore, we hope we can consider every young child obtaining subtle influence of national culture in kindergarten Mongolian and a healthy happy childhood as the basic direction of opening kindergarten.Secondly, according to the organizational culture construction dimensions, the Mongolian kindergarten culture construction is divided into spiritual cultural construction, material cultural construction, System cultural construction and behavior cultural construction. Through the four parts in the course of the study, the author summed up the scores of the Mongolian kindergarten Culture. Such as decoration of the wall and architectural features make unique symbols and signs of Mongolian highlights the national characteristics, bilingual education is the main education method , as well as self-prepared Mongolian teaching materials and the use of teaching aids,Mongolian director's own magnificent broad open-minded spirit and the spirit of enthusiasm and leadership of all infected employees. But at the same time there are shortage of Mongolian kindergartens construction during studying , such as lacking of systematic and comprehensive in material and cultural construction; lacking of acceptance of kindergartens cultural construction, as well as personalization, the main body of teachers has not been fully reflected. In this study, for the causes of the lack of Mongolian kindergarten culture, we analyses the lack of recognize of kindergarten culture and parents in kindergarten utilitarian requirements .Finally, proposed strategy of Mongolian kindergarten culture. I believe that spiritual and cultural construction of Mongolian kindergartens culture are the core of construction, it should be set as a key core values. In view of national identity of the Mongolian culture construction, in the construction material and cultural aspects of attention should be paid to systematic and comprehensive; Acts of cultural construction should focus on exerting teacher's subjectivity; aspects of system Cultural construction is necessary to strengthen the "people-oriented" enforcement, as well as groups of teachers take care of the livelihood of Mongolian customs.
