The Problems And Strategic Research In The Implementation Of RDE Project In Bayannur City

National Ministry of Education, the National Reform and Development Commission and the State Ministry of Finance have spent about five years from 2003 to 2007 implementing the modern distance education project in rural primary and secondary schools (RDE Project for short in the following) throughout the country. RDE Project is a great feat in the development of China's basic information education as well as the largest project which has influenced the largest number of the people in the history of China's education, aiming to help 30,000 rural schools and teaching points of the central and western regions. Though Bayannur City has made some achievement in the implementation of the project, there are still some problems concerning awareness, funding, equipment and technology. It's of great significance for the city as well as basic education information of the autonomous region to find out the reasons of the problems, study and solve these problems so as to better play the role of RDE Project.This paper consists of five parts. First is the preface which introduces what RDE Project is, the implementation of it in China and the significance of studying RDE Project for Bayannur City. Chapterâ… introduces the implementation of RDE Project in Bayannur, the significance and the status quo of education information. Chapterâ…¡concerns the main problems existing in the implementing of RDE Project in Bayannur city, analysing from the six aspects : the lack of sustainable funds support; rural teachers' awareness of applying resources and information technology level to be improved; the lack of management mechanism matching the project and lower equipment utilization; technical service disruption; the lack of terminal equipment of rural schools; matching resources in want and lower application level. The causes lie in the six aspects: awareness and management; funds and equipment; hardware resources; software resources; teaching staff; technical staff, etc. Chapterâ…£sets out the Countermeasures and suggestions on how to improve RDE Project which will be from improving awareness, strengthening management, perfecting evaluation mechanism, broadening the funding sources, establishing the relevant protection mechanisms, enhancing resource-building, sharing high-quality resources, improving the effectiveness of the application and teacher's training for an overall higher level of information literacy and applications, establishing a perfect technical service supporting system.
