High School Certificate of Education Examination is one of the most important examination systems in Chinese middle school. It is also one of the significant methods to evaluate students'grades, and to measure schools'administrative levels; to garantee students'matriculation quality for higher education, and to provide qualified graduates to our society. The High School Certificate of Education Examination was created from a series of decrees promulgated by the Ministry of Education of Nanjing Guomingdang Government, like The Temporary High School Certificate of Education Examination Rules in May, 1932, The Middle School Graduation High School Certificate of Education Examination Rules and The Middle School Graduation Committee's High School Certificate of Education Examination Rules in Dec, 1933. The High School Certificate of Education Examination grew from absolute nothing to embryonic forms and was kept revising till it was ended. It was promulgated, at that time, not only for enhancing the quality of education, also for the political consideration. The government took its advantage to reduce protest movement staged by the students who then would be engaged in preparing for the examinations, rather than the movements, to reinforce its power as well. At that time, scholars from every field of society held fierce discussions on advantages and disadvantages of the High School Certificate of Education Examination and made some revising suggestions. After New China was founded, the High School Certificate of Education Examination was proposed again, because of its negative influences on National College Entrance Examination since the mid 1980s. After experimented in Zhejiang and Shanghai, it was officially spread nation wide in 1990. Then series of National College Entrance Examination reforms were carried out based on it. But the High School Certificate of Education Examination did not accomplish its initial goal, the Ministry of Education devoluted its power to provinces and autonomous regions. Since then High School Certificate of Education Examination gradually faded off, many provinces even cancelled it. The situation of exam-oriented education was worsened by this act. And it also put the college entrance examination into dilemma. So recently, the High School Certificate of Education Examination was reexamined in many provinces again and was taken into account. This essay historically and systematically sorts out and studies the High School Certificate of Education Examination studies in its history evolution and development. It does not only, to some extent, enrich its theories, also helps us learn lessons from history. It still helps us to find a new way to the future, by summing up the experience of the examination system. Then analyze its current situation, find out the problems, and positively learn from the successful foreign experience.
