In recent years, all the universities are responding positively to Education Committee's call to build a laboratory with the function of production, study and research, and the universities have provided a huge human, financial and material support into building. As a theoretical and a practical science, the professional laboratory building of educational technology plays a very important role in the development of the subject, as it is an important place for practicing the professional ability of students. As an important stage of educational technology, the emphasis on theory and practice of the undergraduate training has been the subject of academic debate. However, in recent years, practical abilities of graduate of educational technology have been questioned, who are facing unprecedented difficulties in employment. At present, researchers also find that, the practice of educational technology research lag far behind the theory, to a certain extent, which has hampered the development of education in technical disciplines. This compels us shift our emphasis to students'professional practice capacity-building up, especially construction of professional laboratory of undergraduate level. Because a class of professional undergraduate education technology laboratories, not only can provides an ideal practical environment for the educational technology teaching and research, but also, more importantly, can promote the development of educational technology and their applications with the universal.In this study, systems theory, activity theory and collaborative learning theory are as a laboratory building in the basic rationale, combined with some new ideas initiated by the Ministry of Education, as well as the relevant work requirements for the practice of teaching evaluation, which put forward some new ideas from a macro on the undergraduate educational technology laboratory building. Through the investigation research of status of undergraduate professional laboratory building and the situation of the offered practical courses of the development of educational technology of the first of six domestic key normal universities, reference to domestic current important research results of open of undergraduate educational technology course, this study tries to build a foundation for the guiding role of the framework of undergraduate educational technology Laboratory, and Systematically analyzes the various module components, Including the goals of construction, arrangement of experimental courses as well as the basic hardware and software components, and so on.
