The Research On Allocation As A Function Of Management And Its Application In Education

In the established time and space, resources are limited. Resources provided is always in the state of scare. The human survival and social development is restricted by resources. If the resources could be allocated more reasonable , the contradiction between resources scarcity and the growth in demand. We should make full use of resources by reasonable allocation. So it is not enough only resources planning, organizing and controlling. How to allocate reasonably, use effectively and protect scientifically is the common duty of the whole world, also one of the most important topics in economics and management fields.The main purpose of this dissertation is constructing a resource allocation theory and a resource allocational management system in general meaning through resource allocation theory in economics fields. This dissertation use methods of theory research, methods of history research and so on. We wish this dissertation could provide some draws to the application of education fields.This dissertation consists of three parts:Part one: Proposing allocation as a new function of management. The functions of management firstly are proposed by Fayol. There are theories of five functions, three functions, seven functions, four functions and so on. These functions contain planning, leading, controlling, organizing, innovating, decision-making, personnel, reporting and so on. Now, social resources is so shortage that it becomes a big problem. Reasonable allocation can reduce profligacy. Because management functions changed with social environment and social demand, researching allocation as a new function of management has theory and reality significance. Part two: Basic theory of allocation. It's the most important part of this dissertation. This part tells allocation as a new management function its definition, features, subject, object, styles and principles. The allocation principles is the main points of this part. This dissertation assorts it to several points from angles of means, performances, allocation objects and motivations. The dissertation also explain every points in details.Part three: the application of allocation in education field. This part tells the definition of educational resources and educational resources allocation. Then compare the educational problems of China and other countries especially the USA. The main problems in China is the means and principles of allocation. The main problems in other countries is also the principles of allocation, that is equity and efficiency.
