As with the higher education management reform, and the rapid expansion of university scale, operating on a multiple campuses basis has become an inevitable trend and choice for many universities in China. Merits of multiple campuses operation are obvious in school-running practice, but its flaws are equally striking. All kinds of problems and difficulties incurred during the campus expansion have aroused concerns of scholars and society as a whole.How to allocate limited resources to different campuses in the most effective and efficient manner plays a crucial role for realization of the strategic goal of building a first class research-oriented university well known both at home and abroad, especially in an economically disadvantaged area. Lanzhou University is facing the sharp conflict between development needs and resources shortage. Located in the northwest of China, Lanzhou University has endeavored to develop its discipline strength, to attract outstanding teaching staff, to create earnest and inspiring academic atmosphere, to adopt sound service system and facilities, and to keep up-to-date its management concepts and practices over the past 100 years. However, the University is facing new challenges in how to reform its internal management system and how to optimize of limited education resources allocation, after Yuzhong Campus was put into use in 2001 and the former Lanzhou Medical College was annexed in 2004.Based on the present situation of running-school practices and resources allocation in Lanzhou University, this paper explored the factors that exerted impact on resource allocation and proposed the optimal resources allocation strategy, using literature review, survey, and comparative analysis. The paper suggested that Lanzhou University should hold up to the idea of integral development and realize resource allocation optimization by strengthening and regulating its educational management, equipping the staff with student-oriented service awareness, encouraging resources sharing, and intensifying supervision and coordination to maximize the efficiency of educational resources so that it could develop in an all-rounded substantial manner.
