Since human had the action of teaching from the ancient time, teachers and education researchers have been committed to improving the effectiveness of teaching. Research on the effectiveness of teaching is in order to search for effective teaching, effective teaching research is to improve effectiveness of teaching . "Teaching effectiveness" is the noun expression of "effective teaching" .These two concepts have different names, but the same meaning. It's referring that the teachers follow the objective law of teaching and learning, take less time, energy and devotion of substance, in order to achieve social and individual demand of the educational value. It researches the teaching effectiveness of ideological and moral lesson in Urumqi with the ideological and moral teachers'behaviors as the breakthrough point In this paper. The teachers'behaviors in this study are divided into three types: main teaching behaviors (including lecturing clearly, asking questions, it is separated how to set up questions and ask questions, organizing class discussion), teaching assistance behaviors (including setting up the beginning and ending of the class, creating the teaching situation, evaluating the students timely on the class and exercising nonverbal means),management behavior(including mainly creating favorable class environment).On the basis of the effective teaching researches, firstly, it takes further discussion about the relationship between the "teaching effectiveness" and "effective teaching" ,and it explores the theoretical basis about the teaching effectiveness of ideological and moral lesson. Secondly, use the questionnaire method to survey the teaching effectiveness of the ideological and moral lesson in Urumqi with the ideological and moral teachers'behaviors as the breakthrough point. The conclusion is that the effectiveness of ideological and moral teachers'behaviors close to often effective, there is a gap to always effective. The teachers'behaviors should be improved. The order of the nine actions from high to low is: lecturing clearly, setting up questions, organizing class discussion, creating favorable class environment, asking questions, setting up the beginning and ending of the class, evaluating the students timely on the class, creating the teaching situation, exercising nonverbal means. In these acts, only the lecturing clearly, setting up questions, organizing class discussion, creating favorable class environment reach to often effective, the rest of the acts are sometimes effective. Because the evaluators are different , the scores of nine different acts are not same , general speaking, the scores of teachers self-evaluating are higher than the students', and the order of the evaluating the students timely on the class, creating the teaching situation ,exercising nonverbal means are different between teachers and students. Finally, give ideological and moral teachers the countermeasures to improve the teaching effectiveness in the class. These countermeasures include the nine teaching acts countermeasures, teachers also should understand the features of ideological and moral lesson profoundly, strengthen the teaching reflection, learn the educational theories and academic knowledge, promote their own professional development, reduce career burnout, and all these countermeasures are in order to improve the teaching effectiveness of ideological and moral lesson.
