Saihan District of Huhhot, located in the southeast of the city, which is also the capital of the Autonomous Region of Inner Mongolia, is the largest district of the city. Since 2006, the district Committee and the government have enlarged the investment on education to improve the educational conditions and put layout into practice adjustment by withdrawing and merging nine primary and middle schools. It was the first in the autonomous region to remove the D level buildings in a state of disrepair. The government has thrown more than 900,000,000 yuan in accumulative total to reform and construct some kindergartens , primary and middle schools . As a result , some of them have reached the first-class level in the infrastructure within the whole city ,even in the region , and improved the conditions tremendously , which has laid a solid foundation for the development of the schools . With the conditions improved , education and teaching level need a relatively higher requirement. But the present situation is far more satisfied , especially in rural schools, which seriously restricts the development of the education of the district. We can say, the education of the rural schools , in some degree, is one that changes the future of the rural students. The development there is a barometer of equal schooling to some extend . Therefore, the research on how to develop the education drive in a scientific way is vital important to the education of the district. The survey on ordinary high school shows the following disadvantages, suchas unsteady of the teaching staff , declination of the students' number and quality , and being short of effective assessment system . The disadvantages above have restricted the development of the education cause , which is far parallel with the improvement of the infrastructure and affected the progress of forming the dominant educational status of the region as well. Only by enforcing some effective adjustments and improving the present situation can we develop the cause steadily .By analyzing the causes above , to improve the quality of education and develop the features , we must explore the strategies, strengthen the building of rural teachers ,promote the balance of education resource, guarantee the quality of students ,renew the assessment system ,optimize the resource of normal senior high schools by laying out and stabilize the scale of teaching . It is hoped that issues mentioned be paid much attention to by the departments concerned . And further adjustment educational resource optimization , variety of measure adoption should be taken to enlarge the building of rural schools , promote the balance of educational resource . In that case, the majority of rural children can be able to receive a comparatively excellent education, so that the gap between rural and urban education can be shortened to the greatest degree, which gives considerable effort to the fair education.
