Research BackgroundEntered the era of knowledge-based economy, universities have become increasingly important. But the internal management of universities has some shortcomings, which, to some extent, have hindered the further rapid development of the universities. Since 80's of the last century, as to solve the problem "the setting of specialized subjects are too narrow, to varying degrees, detaching from the needs of economic and social development and lagging behind the contemporary culture", the majority of our universities, more and more inclined to implement college management. University College is set base on academic and the nature of specialized subject, and has three basic functions of teaching, research and social services, as well is the most important part of universities, the combined conduct unit of teaching, scientific research, and social service. It has no complicated institutions, and also the combination of first subject and subject group. To push the implementation of college management, can mobilize and organize an effective force, to make the universities adapt the needs of reformation and development of the whole society actively; to mobilize enthusiasm, initiative and creativity of the teachers, students and the whole foundation, to further liberate and develop the universities' productivity; to react in the face of a rapidly changing society; to coordinate the human, materials, and information maximally to make the greatest output. All above are the keys of reformation of the universities' internal management. Many universities have carried out the reformation, focusing on the college management.The other hand, the spreading of West management ideology, especially on the academic and administrative power, provides a new direction of internal management reformation for our universities. To heritage, research, integrate and innovate advanced knowledge is the nature of universities; teaching and research are the two main tasks of universities, the foundation of them is special subjects or profession, which only professors, experts and other scholars can on behalf of. They own the academic powers. To reform the internal management under the lead of academic power is the inherent requirement of universities.How to link the two major hot spots of internal management reformation of universities; to divide the authority power from "school, college, and faculty" the three-tier vertical organizational structure and between the horizontal "academic power" and "administrative power", and conduct an internal management reformation, are the research direction of the study.Research PurposesConstruct the target setting and establish the management organization of college, under the main direction of academic power; and put forward some recommendations and measures for the construction and improvement of academic power vector -Academic Committee, as some solution for the present problems reflected by a questionnaire survey; provide a theoretical basis, practical reference and programs which can be chosen to realize the college management.Research MethodsUse literature study, the comparative analysis, the level analysis and questionnaire survey method, draft up the questionnaire survey of college academic power's situation, to systematically analyze and study the situation and problems of college management in universities. Based on the questionnaire survey and statistical analysis, combining with the study of a large number of documents and materials, establish college management organization, which is mainly lead by academic power, as well put forward some recommendations and measures for the construction and improvement of academic power vector - Academic Committee.The Structure of this Paper, Divided into Five ChaptersChapter I: Describe college management, academic power and administrative power. The chapter is the theoretical analysis. This chapter starts by describing the content of the college management, and defines the conception of academic and administrative power respectively, compares the conception of academic power home and abroad; then presents two models of integration of the two powers, and further illustrates what model our universities adopted. Research background and purposes, research methods, the difficulties and innovation are so described in this chapter.Chapter II: The status quo and existing problems in our college management system. In this chapter, the author firstly defines the functions of college management; Statistical analyzed the survey data, based on the results, from the main body ofâ‘ the status of academic power has been neglected and has often been invaded by administrative power;â‘¡awareness of academic power are weak, not be valued;â‘¢the exercise of academic power carrier - academic committee is not perfect, with a wide range of defects, to describe the status quo of academic power involved in the college management in detail, and systematically analyze and study a variety of problems; Finally the author analyzes the situation of the academic staff involved in academic management from both the academic staff's participation in academic organizations and their attitude.Chapter III: The factors which influence the establishment of the new academic power-driven management model. This chapter the author combines the theoretical knowledge, in and outside environment of our universities, the history, and our national policies and so on, to analyze from the external factors and internal factors. External factors include three aspects:â‘ traditional values of Chinese society;â‘¡ long-term planed-economy and higher education management policies;â‘¢spread of modern Western university management theory. Internal factors include:â‘ the main body of academic power is weakness, and does not pay enough attention to self-construction;â‘¡academic staff lack of effective management skills.Chapter IV: The adjusted principles for the power of college management. From the above theoretical studies, it can be assumed that, to promote the effective implementation of college management, we should not only handle the distribution of power among the vertical "school - college - faculty" three-tier management, but also take the distribution of power between cross-cutting academic and administrative into account. As a result, to institute the effective power configuration of college management, it is necessary to follow the two principles: first, the vertical distribution of power - the power of school level down to the colleges at a moderate degree; Second, the balanced distribution of power - the academic and administrative power separation and cross-coordination principles at a moderate rate; the author succinctly discussed the inevitable existence of the academic and administrative power in universities. Finally, the author cited the management modes of foreign colleges and universities to describe the three coordinative models of academic and administrative power (the basic balance mode, the administrative-led coordination mode and academic-led coordination mode), and discussed that our universities should establish academic power-oriented management mechanisms.Chapter V: Study the establishment of the academic-oriented college management mechanism. The four previous four chapters, including theoretical analysis, based on survey results, in view of the current situation and existing problems, this chapter the author put forward six proposals. Firstly, the objectives of special subjects' construction, the planning of teaching and research, and so on, should be lead by academic power; this chapter briefly described the different models of objectives set by the academic or administrative power respectively, as well analyzed how to set up academic power-oriented college objectives; decomposed the power from the targets of schools and colleges, analyzed three-power transfer, followed by the establishment of the college management organizational chart, also a detailed description of the involved relevant administrative departments of universities and colleges, two-level academic committees, their relations and the operation process; The author paid attention on the most important part of this management model - the construction and improvement of the college academic committee, made recommendations and suggestion on such aspects: from the construction of systems and regulations, safeguard the legal status of the academic committee, to the improvement of the committees and regulations; then described two kinds of relationships between college academic committee and the university academic committee, as well the college academic committee and the administrative power (administrative departments); to make professor groups played the role of management; Finally the author discussed the protection of academic freedom and the upgrade of academic integrity, in order to ensure academic status and the exercise of academic power, as a result, to protect the implementation of academic power-led college management.
