Since the late 1980s, the national Ministry of Education began to vigorously promote the development of vocational education, higher vocational education (HVE) in China after nearly 20 years of the development process, has made considerable progress, especially in the country 99 years to make the decision of "great efforts to develop HVE", higher education received by leaps and bounds. As of May 2007, the national vocational colleges close to 1200, accounting for 60 percent of colleges and universities, more than 700 kinds of professional, 8, 000, 000 students. Higher education accounts for half of China' s higher education.However, because the time of taking up HVE is not long enough, People of the society haven't totally grasped its regulation, we neither have the ready-made running school experience, nor do we have enough teachers to meet the needs of HVE. So HVE is still at a stage of exploration. Colleges bearing the high professorship offered to the applied technician to the society, under facing the fierce source of students' competition and pressure on the careers market, realize that carries on the importance with of human resources management and development of our unit scientifically more and more. Can even say like this, the management level of the human resources management and development determined the market competitiveness of the colleges of a professorship, and will determine the existence and development of a professorship colleges finally.This article mainly researches into a problem on the Human Resource Development & management in the Qingdao Q higher vocational school. Through case studies, surveys, access to documents, interviews and so on, from the developing circumstances of HVE domestic and abroad. I systematically analyze the basic characteristic of HVE and its cultivation goal, furthermore putting forward their demands towards teacher resources. Meanwhile, I study the relevant factors and theoretical basis of HVE. Then I take Qingdao Q higher vocational college as an example an analysis the carrying out status quo in HVE. Combination of higher institutions of teacher training objectives, I point out the existing problems and causes in its teachers Human Resource Development & management. On this basis, I raise the implementation of specific measures on Qingdao Q Vocational College Teachers human resources development and management .With a view to give a reference on China' s higher institutions of Human Resource Development & Management.
